The Informational Value of Incumbency
نویسندگان
چکیده
This paper proposes an argument that explains incumbency advantage without recurring to the collective irresponsibility of legislatures. For that purpose, we exploit the informational value of incumbency: incumbency confers voters information about governing politicians not available from challengers. Because there are many reasons for high reelection rates di¤erent from incumbency status, we propose a measure of incumbency advantage that improves the use of pure reelection success. We also study the relationship between incumbency advantage and ideological and selection biases. An important implication of our analysis is that the literature linking incumbency and legislature irresponsibility most likely provides an overestimation of the latter. Key words: Incumbency, information, candidate quality, selection bias, ideology. JEL Classi cation Number(s): D72, D78. Party and Incumbency Cues in Voting: Are They Substitutes?1
A possible explanation for the rise of the incumbency advantage in U.S. elections asserts that party and incumbency are close informational substitutes. A common claim in the literature is that as the salience of partisan cues decreased, voters attached themselves to the next available piece of information – incumbency. Minnesota state legislative elections provides a unique setting for testing...

A possible explanation for the rise of the incumbency advantage in U.S. elections asserts that party and incumbency are close informational substitutes. With the declining psychological importance of party, voters attached themselves to the next available piece of information { incumbency. A critical test of this idea arises in the peculiar circumstances of Minnesota state legislative elections...
متن کاملIncumbency Effects and the Strength of Party Preferences: Evidence from Multiparty Elections in the United Kingdom
Previous researchers have speculated that incumbency effects are larger when voters have weaker partisan preferences, but evidence for this relationship is surprisingly weak. We offer a fresh look at the question by examining the U.K.’s multiparty system. In general, the electoral value of incumbency should depend on the proportion of voters who are nearly indifferent between the parties compet...
متن کاملThe Campaign Value of Incumbency: A New Solution to the Puzzle of Less Effective Incumbent Spending
A puzzle in research on campaign spending is that while expenditure is positively related to votes won, this effect is far more strongly, or even exclusively, enjoyed by challengers rather than by incumbents. We unearth a new explanation for the puzzle, focusing on the hidden, yet variable, campaign value of office perquisites which incumbents deploy in their campaigns to win votes. When these ...
متن کاملUsing Term Limits to Estimate Incumbency Advantages When O±ceholders Retire Strategically1
In an earlier contribution to this journal, Gelman and King (1990) propose methods of measuring the incumbency advantage that have become widely used in the literature. Recently, however, critics have argued that these measures, as well as less sophisticated measures of incumbency advantage that preceded them, su®er from a failure to consider strategic retirements that may lead to as much as a ...
